The 2010 presidential fight gets uglier

By WILLIAM M. ESPOSO

Guns blazed ferociously and stealthy daggers found backs to dig into. We talk not of the Iraq War but the fight for the 2010 presidency. Previous presidential battles were similarly vicious but what’s surprising is that open hostilities has erupted this early.

So far, we are aware of the following:

Villar-the-next-President coffee mugs

Shortly after the election for Senate President, Malacanang beat reporters received coffee mugs with the inscription: “I’ll have coffee with you in Malacanang ‑ Manny Villar 2010.” The malicious prank was apparently intended to embarrass the re-elected Senate President (SP) by projecting him as rabidly over-eager and ambitious.

Demolition text messages

Then text messages started circulating. I received two of these and both came from mobile number 09276429381. Both text messages were attacks on Villar and the Opposition Senators aligned with him.

The first text message sent to me harped on the loyalty issue, citing the “Political Mongrel” tag that originated from Sen. Ping Lacson. The other text message I received was even more direct ‑ it accuses SP Villar and Sen. Chiz Escudero as the 2010 President-Vice President tandem of Malacanang.

Big media buyer

A White Paper on supposedly the “Most Corrupt Editors, Journalists and Columnists” was circulated on the internet. On the surface, it appeared to be one of those mischievous exposes that come and go. It provided a detailed excoriating attack on editors of broadsheets.

On closer scrutiny, the intention becomes obvious. It identifies a presidential wannabe, known to be highly popular with media, as one who is supposedly a big financial provider of editors and leading personalities in the press.

This looked like a preemptive move on the part of the dirty tricks operatives. By tagging sympathetic media as recipients of this politician’s slush funds, they are also making media more wary of supporting or being identified with the presidential aspirant.

‘Hello Erap’ tape

Unthinkable perhaps, but even former President Joseph “Erap” Estrada has been cast by news reports as the main actor in a supposed “Hello Erap” transcript of a tape that is said to be doing the email rounds.

The said transcript supposedly reveals a conversation between an administration official (former Chief of Staff Mike Defensor was named in some media reports but he denied it) and Estrada where the former president was asked to split the Opposition in the 2004 Presidential Elections in exchange for getting his son Jinggoy off the plunder rap sheet. The apparent political objective of the Opposition split was to enhance the administration’s chances of victory.

Save for the White Paper on alleged press mercenaries, the group of Manny Villar is the clear target of these demolition jobs. These appear to be generated by rivals who have a moist eye for the 2010 presidency.

Knowing the rough and tumble world of Philippine politics, we can never rule out the administration as the probable perpetrator of these shenanigans. Indeed, it stands to reason that the regime could well be the one and only grand puppeteer of the four schemes.

One thing I learned after seeing political operators up-close is that they like to spin their web of lethal schemes when somebody else will be perceived as the main suspect of their misdeeds. In this case, suspicion focuses on the Opposition presidential wannabes who were agitated by the re-election of Manny Villar as Senate President.

It will be remembered that when Senators Mar Roxas, Ping Lacson, Loren Legarda and Jamby Madrigal (oh yes, I was informed by one of her operators that she has presidential ambitions) banded together to push for the election of Sen. Nene Pimentel as Senate President, their stated objective was to level the playing field for all Opposition presidential candidates. To them, the Senate Presidency enhances Manny Villar’s bid for the 2010 presidency.

When the undercurrent of hostility among Opposition presidential wannabes spilled out in the open, I think that it presented a golden opportunity for the regime’s political operators to heighten Opposition in-fighting. It’s like a severely bleeding seal finding itself one meter away from a Great White Shark that has not eaten for days. It’s wishful thinking to expect the regime’s political sharks not to bite.

From what is unfolding, the Opposition can kiss their 2010 ambitions goodbye. All the administration needs in order to win in 2010 is for the Opposition to again make the mistake of 2004 and split their votes.

I’ve said it before: Two Opposition candidates running for president in 2004 will lose to somebody like Sen. Dick Gordon or Mayor Sonny Belmonte running under the powerful Lakas-CMD-Kampi-NPC coalition. These two administration allies both enjoy a positive public image and are each backed by a fantastic executive track record — the Subic Bay transformation for Gordon and the Quezon City fiscal turnaround for Belmonte. Untainted by the sins of Gloria Macapagal Arroyo, Gordon and Belmonte are exciting candidates who will enjoy the backing of what is still the best political machinery in the country.

Please DON’T VOTE for Manny Villar and Allan Peter Cayetano

http://thefilipinoblog.blogspot.com/2007/05/please-dont-vote-for-manny-villar-and.html

I will surely get some flack with this one, but what the heck! Please DON’T VOTE for Manny Villar and Alan-Peter Cayetano!

These two has filed the bill that will make Hospitals liable for not releasing patients that were not able to settle their hospital bills. And with the "Domino Effect", will jeopardize the salaries of the people working in the hospitals which include, Nurses, training Doctors, staff etc. I know some people will say that I am biased since I am a Physician, but again, what the heck, besides, you can remove Doctors from the list since they may have their own other ways of earning, but how about those other health workers that rely on the hospital for their salaries? How about them?

Villar keeps on repeating on his answers that he really can’t do anything for the hospitals since it’s really "illegal" to "detain" patients that are unable to pay their dues. Then there are proponents that say that this is in continuance with equal opportunities in health care to the Filipinos and besides, patients can always sign a "promissory note" (which as we all know, is never followed). Ok, there should be equal privileges to all people when it comes to health care, but this should not be taken in general. Hospital workers and the hospital itself should earn and make a living. If this thing pushes thru, more hospitals will close, more people will lose their jobs and more people would opt to go out of the country thus increasing BRAIN DRAIN.

This contradicts the notion that we should create an environment that will convince health workers to stay in the country. The patients will always have the government hospitals to take care of them, they will have the same kind of expertise as with the private hospitals sans the comfort of course, as the doctors in these government hospitals are also the same doctors that they will see in private hospitals.

Why not make a law that will modernize the government hospitals? Because, this move is just a POGI move that would give their election bid a boost, which in the long run, the people are the ones that will suffer. These politicians does not have a problem with their hospital bills, they can afford it. But Juan Dela Cruz can’t, and when Juan Dela Cruz’s wife is pregnant, with this law, they can just walk up to St. Luke’s Medical Center, give birth there, stay for a week,  in a suite and sign a "promissory note" before leaving and will never show up again. If 20 more Juan Dela Cruz’s wife does this, an eventual lay off and closure of the hospital will happen. And it will just bring us all to zero.

VILLAR VS. ROXAS in 2010

By:Alleba Politics

This early, two popular senators backed by strong political parties are now gearing for their presidential bids in the 2010 Philippine Presidential Elections.

Senator Manuel “Mar” Roxas II has been elected as Liberal Party president with the blanket authority to reorganize the party and appoint its new set of officers. This is said to be in preparation for his presidential bid in 2010.

Meanwhile, Senator Manuel “Manny” Villar, who is both Senate President and President of the Nacionalista Party, is also posturing for his own presidential bid in 2010.

Roxas is backed by a prominent political family background, and a high profile relationship with top female broadcaster Korina Sanchez. Roxas is part of the influential Roxas and Araneta clans. This early a number of his supporters have already started an online campaign via blogs.

On the other hand, Villar is a corporate magnate with virtually unlimited personal funding. Moreover, he was endorsed by popular celebrities such as Angel Locsin and Tessie Tomas during his last senatorial bid. He also seems to have the backing of his Tuesday group which includes Vice-President Noli de Castro, Senators Francis Pangilinan and Joker Arroyo, and Former Senator Ralph Recto.

While both have minimal involvement in major controversies and scandals, both also still have a lot to prove. Both are not strongly affiliated to either the administration or the opposition. While Villar seems to have the greater funding to run a well-oiled political machinery, Roxas’ Liberal Party seems to have more credibility. And while Villar enjoys the endorsement of media celebrities and politicians, Roxas has more charisma.

In 2010, it’s going to be a tight battle between these two. It would be interesting to see how two politicians with seemingly clean track records will survive and succeed in the dirty world of Philippine politics.

Senate Pres. Manny Villar tops performance rating poll

Senate President Manuel Villar Jr. topped the Social Weather Stations survey on public satisfaction ratings that found 67 percent satisfied and 15 percent dissatisfied with his performance, followed by Vice President Noli de Castro, who obtained a 66 percent satisfaction rating with 18 percent dissatisfied.

Supreme Court Chief Justice Reynato Puno moved from the negative net ratings to the positive slot, with 33 percent saying they were satisfied with his performance while 30 percent expressed satisfaction, earning a net positive 2 percent in net satisfaction ratings.

Speaker Prospero Nograles, who has held the position for only two months, obtained a 24 percent satisfaction rating, with 35 percent expressing dissatisfaction with his performance.

De Castro’s latest net satisfaction rating of positive 47 is his highest as yet, although it has not reached the heights of the net satisfaction ratings obtained by then Vice Presidents Joseph Estrada and Gloria Arroyo had reached.

Estrada hit the high eighties in percentage points as vice president. Arroyo initially hit the high sixties in

percentage points as vice president. Arroyo initially hit the high sixties in percentage points but went lower than zero close to the end of Estrada’s presidency. Then Vice President Teofisto Guingona never went beyond 20 percent in net satisfaction rating and even going down to below zero, or negative ratings.

Villar’s latest net score of +53 is a little less than +59 last December, yet quite good compared to previous Senate Presidents, SWS said in is release.

Speaker Nograles’ net satisfaction rating of -12 is a very poor start as it is the lowest score among all Speakers of the House of Representatives since SWS began regular monitoring in 1990, SWS said.

Chief Justice Puno’s latest score of net +2 is a slight improvement from -2 in December but more or less at the same neutral level as his predecessor Chief Justice Panganiban, whose ratings ranged from -3 to +4.

De Castro issued a statement thanking the people for their “continued trust and confidence” in him.

“As always, I will put the welfare of our people above all interests. I will continue to uphold the highest standards of public service knowing that the public office is a public trust,” the statement read.

“I appreciate their support and view it as an appreciation of my sincerity to seek solutions to their problems. I assure them that I will even double my efforts in serving them.

“I believe that people prefer their leaders to work quietly for them even outside the spotlight of media rather than to focus in politics.,” he said.

The First Quarter of 2008 SWS Survey was conducted over March 28-31, 2008 using face-to-face interviews of 1,200 adults divided into random samples of 300 each in Metro Manila, the Balance of Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages and ±6% for area percentages). The area estimates were weighted by National Statistics Office medium-population projections for 2008 to obtain the national estimates.

The quarterly Social Weather Surveys on public satisfaction with the Vice-President, Senate President, Speaker of the House of Representatives, and the Chief Justice of the Supreme Court are not commissioned, but are done on SWS’s own initiative and released as a public service, with first printing rights assigned to BusinessWorld.

ASEAN ON A STRONGER FOOTING OPENING ADDRESS OF SPEAKER MANNY VILLAR

CENTENNIAL HALL, MANILA HOTEL

20 SEPTEMBER 1999, 11:15 A.M

Your excellencies: speaker H. Harmoko, speaker Samane Vigaket, speaker Tun Mohamed Zahir Bin Haji Ismail, speaker Tan Soo Khoon, speaker Wanmohamadnoor Matha, speaker Nong Duc Manh, Hon. Yang Amat Mulia Pengiran Anak Haji Kemaludin, president Samdech Krom Preah Norodom Ranariddh, chief justice U Aung Toe of theu union of Myanmar, distinguished delegates, Ladies and Gentlemen:

It is my great honor and privilege to serve as president of the 20th annual assembly of the Asean inter-parliamentary organization (AIPO).

Asia is in the spotlight of world news once again. The undercurrent of economic and business news is that Asia is recovering fast and is poised to compete anew on an even footing with the industrialized countries of the west.

Asian Crisis And Response

The Asian financial crisis has hit us all in various ways. Countries have responded by taking the bitter pills of the IMF world bank of drastic restructuring or by defying the capital markets by imposing currency controls. Whatever response we took, the situation today has stabilized. But it is still a situation today has stabilized. But it is still a  fragile situation that could reverse any moment, any moment that Adam Smith’s "Invisible hand" of the market could pull the rug under the present gains of our economies.

The crisis taught us a clear lesson: that the conventional models and paradigms of development do not hold water anymore in the age of the global village. That big capital coming in can also mean big capital going out, leaving us and our people in financial straits.

But the story of our recovery is also the story, of our hard work, sacrifice and determination. Nobody can put down the dynamism and energy of the emerging economies of the east.

Four Areas Of Concern

As policymakers and lawmakers in our lands, it is incumbent upon us to recognize the following:

PARADIGM SHIFT

First, a paradigm shift of global repercussions is affecting and shaping us not only in the region but in the distribution of resources around the world. The Asian financial crisis is merely a symptom of deeper structural problems already anticipated by economists like Mit’s Paul Krugman.

Today, us federal reserve and  treasury authorities admit to formulating policies only in an Ad Hoc capacities as world capital markets continue to shift in the blink of an eye. While instantaneous communication, in fact, has contributed to market instabilities as pre-programmed buying and selling orders sweep off markets like falling dominoes.

On the other hand, the us Dow Jones average is at an all-time high, sucking investment capital from around the world. Asia’s recovery, in fact, is primary internally driven and is a testament to our region’s inherent dynamism.

As policy makers, what safeguards will we place so as not to Jeopardize our growth and, at the same time, do not constitute barriers to free trade and investment? What trade-off shall we accept if we wish to pursue our respective comparative advantages in human and natural resources? What model of development shall we now pursue in the light of the inadequacies of conventional paradigms?

There are issue that need immediate resolution because if we choose to address only issues that crop up day by day, we might be winning battles but, in fact, losing the war.

The Information Revolution

Second, the reality, speed and scale of the information revolution is already changing the rules of the game. In the Philippines, as an off shoot of this development, we have begun to realize that even provisions of our basic law are inadequate to resolve economic issues relating to the convergence of industries in information and telecommunications.

As key sectors of this emerging global market place are seized by the economies of the north, shall we allow ourselves once again to be service providers and assemblymen of the new information infrastructure? Especially now that we are already catching up in various industries, it would be tragic indeed if we are again left out in the wave of the future.

As policy makers, it is our responsibility to adapt fast to the changing times and recognize once and for all that the conventional terms of references in economic and business issues are not relevant anymore. In the Philippines, one of those issues up for debate is the extent of copyright protection of software technologies and what level of "compression" is allowed by local technicians.

As policymakers again, are we setting the right investment environment for the development of knowledge workers? or are we allowing our best brains to have no choice but migrate to Silicon Valley?

The Environment Cause

Third, in our rush to development and industrialization we often neglect the environmental costs, resulting in so much damage and injury later in our lives. In the Philippines, we have learned our lessons well as we passed our clean air act this year, setting air pollution standards in a comprehensive way after more than 10 years of debates and wranglings of various interested groups.

The environmental cause is our long-term investment in economic sustainability. Without the basic ecological balance, we won’t just drive out investment but will also laying our country to waste. And if we do that, what is the point of development?

The Entrepreneurial Cause

Fourth, as our recovery from the crisis attests, we must recognize and nurture the entrepreneurial energies of our people. This may not be a problem for some of us who have a strong entrepreneurial culture societies. But in a country such as the Philippines, where we have undergone there-and-a-half centuries of colonization, It is very hard to break the barriers of prejudice against self-starters and self-made men.

But we now realize that the virtues and discipline of the overseas Chinese can be learning and employed to build and develop a nation. The values of frugality, hard work and determination can be internalized and applied, There is simply no secret or shortcut to success.

As we gather here and exchange frank views on trade and development, we are also celebrating our two decades of partnership and friendship, We have weathered much in our quest for development. Asean has come a long way indeed in forging strong ties among its members and have laid such a strong foundation of understanding and cooperation among its nations that we enjoy peace and prosperity perhaps unparalleled in any other period in our region’s history.

The task now is clearly to push farther ahead so that this regional grouping becomes not just the grouping of the fastest growing markets in the world but the strongest economies as well. To place Asian on more solid footing, especially after the crippling effects of the Asian financial crisis, This is the challenge before us in the next three days of deliberations of this assembly.

Thank you for the honor of this presidency, May we all have a fruitful session ahead of us!

SEN. MANNY  VILLAR  TO  SPEAK  ON  ENTREPRENEURSHIP  TO GLOBAL PINOYS

MANILA, January 22, 2005 (STAR) Sen. Manny Villar, president of the Nacionalista Party, is one of the key guest speakers during the business forum at the Third Global Filipino Networking Convention that will be held at the Waterfront Cebu City Casino and Hotel today. Villar, who will speak about various opportunities as an entrepreneur, is an accomplished entrepreneur himself – his guiding principles being sipag at tiyaga (hard work and perseverance). Among the advocates that Villar espouses is the promotion of the entrepreneur spirit among Filipinos.

"I believe that our country would better prosper if our people would strive to be business owners or entrepreneurs. I also think that they would have more comfortable lives if they will not be resigned into being employees all their lives. They can invest their hard-earned money into business ventures. They don’t have to start big, they can start with small but profitable livelihood opportunities for instance," cites Villar.

Villar encourages even overseas Filipino workers (OFWs) to be entrepreneurs as well. He filed the Overseas Filipino Investment Bill in the Senate that seeks to promote the reintegration of overseas Filipinos in Philippine society by helping them save, invest and engage in business ventures that would channel their hard-earned money into economic gains for the country.

"I know that most OFWs are dreaming of putting up their own businesses but do not know how to begin. We can do them a favor by helping them in this area. The billions of dollar worth of remittances of our OFWs are already doing wonders to our economy. I am sure their business investments would boost their economic contributions," adds Villar.

Through the years, on its 20th year of existence, the PLM Hiyas ng Maynila Dance Company and PLM Rondalla members have not lost their keen interest and enthusiasm for their art. The student-performers have kept-up with the grueling pace of their cultural extracurricular activities, balanced their academic studies with membership in the two cultural groups while some of them graduated with honors. Through their roles as ambassadors of goodwill, they have brought honor and prestige to the Pamantasan ng Lungsod ng Maynila, their alma mater.

The Sunday Evenings at the Circle is a brainchild of Quezon City Parks and Development Foundation president Charito Planas, assisted by park administrator Lolita Amores, which aims to provide worthwhile recreational leisure hours at the park on weekend nights from November to May.

Serendra: A Perfect Home For Balikbayans

As the excitement of the holiday season starts to wind down, Serendra, the innovative residential community development of Ayala Land Inc. (ALI) and Community Innovations Inc. (CII) at the Bonifacio Global City, remains upbeat with the emergence of a new and promising market - the balikbayan Filipinos.

According to ALI senior division manager Kate Ilagan, Serendra is perfect not just for local Filipinos but also for the balikbayan, who has grown accustomed with city life but at the same time, longs for the suburban lifestyle he grew up with. They will find that the unique concept of Serendra ends the compromise for those who long for serene, natural surroundings while still being part of the hustle and bustle of the city.

Serendra achieves this by being the only low-density residential development that features clusters of low- to mid-rise condominium buildings and devotes about 65 percent of its 12-hectare land to lush, spacious gardens. Balikbayans who long for a spacious suburban lifestyle will find that Serendra is a perfect embodiment of this atmosphere, as evidenced by several themed gardens located all over the development.

Serendra is also the only residential development that has a full range of amenities similar to those found in country clubs, such as swimming pools, badminton and basketball courts, jogging pathways, and spacious lawns, along with the privileged use of function rooms and lounges.

Serendra truly recognizes the need of balikbayans for a home right at the heart of the city. With this in mind, Ayala Land, Inc is offering a special promo to them. Lung Center Turns 23

The Lung Center of the Philippines (LCP) will turn 23 years old tomorrow, Sunday, nurturing high hope that the hospital will be completely restored this year despite the hard times and dwindling government subsidy.

LCP will observe its 23rd founding anniversary with modest but meaningful activities relevant to the health needs of indigent Filipinos.

Its weeklong activities include several scientific lectures and exhibits, free nutritional consultation, blood letting and a free clinic for respiratory diseases at the out-patient department.

The free clinic includes free X-ray, sputum exam and pulmonary function test for the first 20 patients everyday between Jan. 19 to 21 and on the 24th.

LCP executive director Juanito Rubio expressed optimism that the administration of President Arroyo and both houses of Congress will recognize the need to sustain the operations of Lung Center and support its complete restoration within 2005.

After six years since it was burned in May 1998, the Lung Center has yet to be completed into its original structure and its facilities as a tertiary hospital are still far from adequate.

Rubio explained that the hospital was hardly functional when he took over in 2003, and he had to implement drastic revenue-generating programs and cost-containment measures in order to complement the usual source of income and reduce routine expenditures.

Income generating areas like the Radiology and Pathology according to Rubio, were given priority in the gradual reconstruction and tie ups on the acquisition of equipment were resorted to.

"With the continued support of President Arroyo’s administration and growing public patronage, we will be able to put up a Radiotherapy Center this year," Rubio added.

This year’s anniversary celebration will be capped with a "Recognition Ceremony" and the launching of the LCP Respiratory Institute on Monday, Jan. 24.

Angel Locsin endorses Manny Villar and Koko Pimentel

 By:Mirror, mirror, what’s new in GMA7 today?

Super ‘for the love of’ lang po ‘yon.

Source.

Cynthia A. Villar earned her degree in Bachelor of Science in Business Administration from the University of the Philippines, which recently recognized her as one of its Distinguished Alumnus. She completed her Masters in Business Administration at the New York University.

She practiced as a financial analyst and college professor until she married Former House Speaker and now Senate President Manny Villar in 1975. She then helped her husband in various entrepreneurial ventures, eventually making C & P Homes the biggest homebuilder in the Philippines.

In 1989 they acquired Capitol Development Bank. She served as Treasurer for a year and then as President until 1998. In less than a decade, she propelled Capitol Bank to become the biggest private development bank in the country.

Villar’s social and civic concerns are wide and varied. In 1992, she founded and has chaired the Villar Foundation, which has won various awards for its tree-planting program “Pagtatanim Para sa Kinabukasan” (Planting for the Future), “Sagip Bukas” (Save the Future) a school based movement for a drug-free Las Piñas, and “Manpower on Wheels,” a mobile livelihood program which provides training in employable skills to curb unemployment.

From 1998-2000, she was President and Chairperson of the Congressional Spouses Foundation, which under her leadership, opened eleven (11) Regional Centers for women. These centers serve as half-way houses fro women who have fallen victim to domestic violence, rape and other crimes against women.

She has held and continues to hold key posts in various socio-civic organizations, such as the Philippine National Red Cross Las Piñas & Rizal Chapter, Epheta Foundation for the Blind Inc., Children’s Museum Library Inc. Foundation, Zonta Club Las Piñas and the Rizal Youth Development Foundation. Presently she serves as the Chairperson of the National Fund Campaign of the Veterans Foundation or FILVETS.

The year 2001 marked another milestone in Cynthia Villar’s career with her landslide victory as Representative of Las Piñas. She became president of the Lady Legislators of the 12th and 13th Congress, initiating activities aimed at advancing and protecting the welfare of women, children and family.

A staunch advocate for environmental conversation and preservation, she launched the “Sagip Ilog” (Save the River) Program 2002 – aimed at bringing back to life the once vibrant Las Piñas and Zapote Rivers. Dredging of the river and bamboo tree-planting are on-going as well as the training of riverbank residents on waste management and values formation.

With her outstanding performance as a first-time Representative of the lone district of Las Piñas, Congresswoman Villar ran for re-election in May 2004 and overwhelmingly won a second term. She is currently the Chairperson of the House of Representatives’ Committee on Higher and Technical Education of the 13th Congress; and, once again, unanimously elected as the President of the Lady Legislators of the 13th Congress. Concurrently, she serves as president of the Senate Spouses Foundation Inc. which building homes for the elderly around the country and rehabilitating wards at the Philippine General Hospital.

With all her achievements and awards, she still considers her family her most cherished treasure and her well-raised children as her glory: Paolo and Mark are both graduates of the University of Pennsylvania-Wharton School of Finance, while only-daughter Camille is a Business Management graduate at the Ateneo de Manila University. All her children are now building and operating their own businesses putting into practice the value of hard work with which they were raised.
